Your keywords should not exceed 255 characters, this varies depending on searchengines, some search engines allow more that 255 characters while other search engines penalise your site if you use too many keywords. Coma can be use to separate keywords and you can use two or more word combination as keywords.

use a maximum of 150 characters in your description. So there won't be any truncation while display.

As for me, it would be much better and effective not to try to stuff your article with meta tags up to accesible limit, but try to make your content unique, vivid and interesting for target visitors. May be you'll try to use less keywords, but they will be high rated. I think, quality work is much valuable, then just site stuffed with incredible number of keywords.

Limit is not defined but your Meta Title should be of 50 to 70 characters, Meta Description should be of 200 to 250 characters and Meta Keywords Section consists of 10 to 12 words.
